Note that when partitioning a disk in Disk Utility, the top of the pie chart is the beginning of the disk in other words, the first partition starts at "noon". If you have an older Mac and you're having trouble booting it from a USB device that is larger than 2TB, try creating a 2TB partition at the beginning of the disk and make your backup to that partition. Some Macs, especially those produced prior to 2014, cannot "see" the content of a volume that lies past the 2TB mark on the disk at boot.
